A time-waster. And although he wasn't ever necessarily nasty or rude in interactions, he'll actually just contact you with the usual nonsense and won't reply or address comments/questions. The real rudeness really stems from him just infinitely ignoring/stonewalling you in the end, when you keep following up with him and urge replies and a fluid form of communicating.
